Office Vacancy and Reuse
Office vacancy is one of the most complex challenges we face. Hybrid work has reduced demand, but many property owners are locked into pre-pandemic financing agreements that prevent them from lowering lease rates. Office vacancy, now nearing 30%, threatens the health of downtown and other commercial corridors, but it also presents a creative opportunity.

Our research institutions and scientific community are not just assets—they’re economic anchors. But they’re under threat from national politics that devalue science and research. The joke that “you can throw a rock in Boulder and hit a PhD” is one of our greatest economic strengths, and we must protect this long-standing identity of our community.

Building a Stronger, More Resilient Boulder
Boulder’s economic vitality is essential to our city’s long-term resilience, equity, and quality of life. Our small businesses, entrepreneurs, researchers, and creators make up the vibrant fabric of this community. When our economy thrives, so does everything else: from affordability and innovation to arts and culture.
In my first term on Council, I’ve worked to shift how Boulder supports its economic engine. We launched the city’s first-ever comprehensive Economic Development Strategy, focused on revitalizing commercial corridors, helping small and micro-businesses, closing wage gaps, and adapting to a hybrid work world. We’ve made meaningful progress—from streamlining permitting processes, removing outdated barriers like Use Reviews for restaurants, and securing transformative partnerships like the Sundance Film Festival.
